The position is within the Laboratory Services Division, ANG-E1, located at the William J. Hughes Technical Center, Atlantic City, NJ

Duties

The mission is to provide a set of world class laboratories for research, engineering development, test, evaluation, and maintenance of air navigation, air traffic management and future transportation system capabilities.

The mission of the Laboratory Technical Services Branch is to provide professional, high quality software engineering, systems integration, network security, solutions and problem resolutions, and disaster recovery services for the mission-critical National Airspace System (NAS), the Air Traffic Organization (ATO), and Federal Aviation Administration (FAA) customers enterprise-wide.

There are five (5) functional areas within the Laboratory Technical Services Branch, which include: the Center Support/Software Development (CS/SD) Facility; the Laboratory Network (LabNet) Infrastructure; the NextGen Prototyping Network (NPN) Infrastructure; Quality Management Systems Services (QMSS) and the Technical Computer Data Center (TCDC).

Serves as the manager providing supervision and guidance to a multidisciplinary team that operates, maintains, and provides services for three laboratories located at the William J. Hughes Technical Center. The multidisciplinary team consists of various engineering disciplines including electronics engineers, computer scientists, mathematicians, information technology specialists, management and program analysts, security, and NAS subject matter experts.

Oversees the following: The performance of first and second level hardware and software activities for the Offshore Flight Data Processing System (OFDPS) and provides second level NAS support; day-to-day network security operations for all laboratory connected customers; laboratory network installation and connections; and annual security assessment package for three (3) areas, which is required for authorizations to operate.

Responsible for the program management of all activities pertaining to the Laboratory Services Divisions ISO 9001 certification and also provides resources to assist other Technical Center organizations with their certifications.

Oversees the resources that provide customized software development services for customer applications, oversees the resources that provide mainframe operations, help-desk support and ANG-E KSN site administration support. Serves as the Government Responsible Individual (GRI) for the ANG-E KSN site.

Oversees off-site emergency disaster recovery services for William J. Hughes Technical Center customers. Oversees the operation and maintenance of three (3) network infrastructures: Laboratory Network, NextGen Prototyping Network and Laboratory Network Operations Center.

Typically directs the work of subordinate employees and/or managers for more than one organizational unit/project/program within a major subdivision. Work usually includes a mixture of routine and complex projects/programs based on the objectives of the major subdivision/LOB/SO. Managerial duties typically affect employees and managers in more than one organizational unit/project/program, and include: planning; communicating the organizations vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriate.

Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational unit/ project/program. Manages budget and either reallocates resources among organizational units/ projects/programs or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements.

Basic Requirement

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated.

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J, FG/GS 14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Experience includes: Experience with leading multidisciplinary teams that operates, maintains, and provides services that include software engineering; systems integrations; network security, solutions and problem resolutions, and disaster recovery services for the NAS. Experience with the ISO 9001:2015 Standard.
