Job Description:

The MPI is an annual lump-sum incentive payment that considers agency performance, the managers individual performance, and available funding.

Position is located within the FAAs Office of Facility Management (AFN) at the Mike Monroney Aeronautical Center.

Duties

Serves as the Supervisory General Engineer within the Architectural and Engineering Division in the Office of Facility Management at the Mike Monroney Aeronautical Center (MMAC). Serves as alternate and shares fully with the Division Manager on the overall day-to-day management of the organization and in the planning and direction of the programs and responsibilities of the Architect and Engineering Division. The assistant exercises final authority for subordinate Team Leads and staff employees responsible for multiple projects and program requirements.

Serves as a member of the MMAC Strategic Management Team, developing and executing strategic initiatives aligned with FAA Flight Plan goals. Responsible for the architectural, structural, mechanical and electrical engineering design, and construction management service for the development of new building structures and the renovation of existing facilities at the MMAC, for FAA and DOT programs and guidance. Develops cost estimates, critical path schedules, oversight and management of the F-18 Capital Investment Program (CIP) and associated financial allocations for MMAC facility renovations and expansions.

Is a recognized design professional and planning expert within FAA and is called upon to provide leadership for highly complex and challenging multi-million dollar, multi-year projects and activities under the minimal direction of the Office of Facility Management Program Director. Serves as and planning technical expert to develop new and innovative concepts, approaches, methodologies, techniques and policies, or as a senior program manager or project lead for large, challenging work activities cross many LOB’s.

Serves as technical expert and is expected to maintain an understanding of new technologies and methodologies, to perform critical tasks requiring the development of new concepts, systems, or innovative approaches. Identifies and resolves highly complex problems or issues which often cross organizational boundaries and impact on the accomplishment of FAA’s strategic objectives. Also predicts potential issues and proposes recommendations for preventative action. Assignments may include: complex architectural/engineering design and facility planning integration; extensive analysis; ensuring code and and regulatory compliance; and is responsible for managing large, complex projects and programs and other areas of DOT/FAA responsibility. Formulates and recommends organizational positions on major projects/policies/issues to senior management. Prepares reviews, and may approve organizational reports or polices, long range planning goals and future developments to internal and external audiences.

Incumbent develops new policies, procedures and approaches taking in consideration FAA policies, government wide rules and regulations, and industry standards. Develops innovative approaches to attain organizational objectives and optimize resource utilization. Conceives, plans, and conducts studies involving complex issues and unique problems.

Provides expert guidance and instruction, both internally and externally, to address diverse, complex issues, which may cross multiple projects/programs or functional/technical areas. Develops plans, techniques and policies to address current or anticipated problems and issues. Works with senior management to identify and jointly solve problems.

Responsible for the creation and maintenance of an atmosphere that promotes positive human relations and open communications between employees and the manager. Incumbent approves/recommends selections, resolves grievances and approves disciplinary actions. Ensures employees are given a real and continuing opportunity to influence their work environment with the ability to participate in discussions related to the methods of work accomplishment. Ensures organizational effectiveness through utilization of the performance management system.

Qualifications

BASIC REQUIREMENTS

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive).

AND

To qualify for this position at the FV-K (FG/GS-15) level, in addition to the Basic Requirements you must demonstrate in your application that you possess at least one year of Specialized Experience equivalent to FV- J (FG/GS-14) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized Experience: includes experience planning, directing, and evaluating highly complex multi-million dollar architectural/engineering design and construction programs; managing financial and human resources to accomplish short term and multi-year projects; serving as a recognized expert, consultant, or advisor on complex technical architectural/engineering projects; and, technical experience providing familiarity with one or more of the program areas operated by the Office of Facility Management.

In addition to the minimum qualifications, the following has been determined to be a Selective Placement Factor for this position. This means possession of this criterion is part of the minimum qualifications and is essential to perform the duties and responsibilities of this position.
