Investment Planning & Analysis supports strategic investment decision-making at the FAA by ensuring robust business cases support major capital investments.

Duties

The Acquisition Oversight Division (AFI-500) serves as the Chief Financial Officers (CFOs) staff for financial oversight of the Agencys major contract procurement decisions; evaluates procurements and conferences requiring CFO approval and makes recommendations to avoid costly contract execution errors. Primarily works within the Concepts & Requirements Definition (CRD) and Investment Analysis (IA) phases of the Acquisition Management System life-cycle.

The Supervisory Management & Program Analyst serves as the Manager of the Acquisition Oversight Division, reporting directly to the Director of Investment Planning and Analysis (AFI). The manager is responsible for conducting reviews of proposed acquisitions for the Chief Financial Officer (CFO)/Deputy Assistant Administrator for Financial Services and provides expert advice and counsel to the AFI Director, the CFO, and the Deputy CFO on a wide range of management matters affecting the accomplishment of acquisition oversight and financial control programs within AFIs purview, as well as those directed by other lines of business and staff offices.

The supervisor performs the following:
Directs the work of subordinate employees within a major subdivision. Work includes complex acquisition oversight and financial control projects/programs. Managerial duties affect employees of the organizational unit/project/program and include strategic planning; communicating the organizations vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating the performance of subordinate employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.

Oversees the development of guidance, training, and procedures to improve the management of acquisitions and financial management practices. Review business cases, requirements documents, acquisition strategies, and cost estimates to ensure that proposed acquisitions can be successfully implemented and are wise investments, the costs are accurately estimated, and the requirements are clearly defined.

Develops guidance and training for program officials preparing pre-award procurement packages for review and establishes and maintains standard operating procedures that ensure consistency for producing outputs, managing information, and performance among the Acquisition Oversight Division staff.

Reviews acquisitions and spending patterns to determine compliance with established program baseline projections and policies and recommends new or improved controls. Applies a detailed knowledge of acquisitions and financial management practices; a detailed knowledge of budget, human resource management, other administrative policies and procedures; and a comprehensive understanding of the objectives of the major subdivision, the LOB/SO, and the FAA. Also applies a thorough understanding of management and strategic planning principles and integrates the work of multiple organizational units/projects/programs to accomplish mission objectives. Work is governed by established policies, procedures and mission objectives, which leave considerable room for discretion.

Individual and organizational performance is reviewed periodically through organizational performance measures to determine success in achieving planned results. Work activities impact directly on goals and objectives of the major subdivision, the LOB/SO, and often the FAA.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14/15 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE STATEMENT: Experience analyzing information and recommending solutions to complex/challenging issues, particularly concerning acquisition strategies, individual statements of work, and the associated cost estimate, and managing/directing staff and/or team in an analytical management organization.
