Purpose and Scope:
Provide airfield pavement technical guidance to support the Transportation Network and Airfield Pavement (TNAP) AMP Manager to enable the safe and efficient movement of people, equipment, aircraft, and material across the airfield. This position is in support of the Air Force Contract Augmentation Program (AFCAP) and is located at Ascension Island Auxiliary Airfield (AAAF).
Essential Responsibilities:
- Provide technical guidance to support the TNAP AMP Manager with duties and responsibilities on airfield pavements.
- Advise and assist with the development of the Future Years Defense Program +3 (FYDP+3) for infrastructure pavements.
- Provide technical guidance to support the airfield pavements.
- Responsible for an asset lifecycle management portfolio containing all Air Force-owned airfield pavements including runways, taxiways, aprons, and other airfield pavements. This includes signage, pavement markings, and aircraft arresting systems (AAS).
- Advise and assist with the development of the FYDP+3 for airfield pavements.
- Serve as the engineering expert and liaison for the Traffic Safety Council, and work with other sub-AMP managers assigned to areas of TNAP responsibilities.
- Update the Pavements Condition Index in PAVER.
- Coordinate with the TNAP AMP Manager on requirements related to airfield lighting, lighting protection systems, and aircraft arresting systems.
- Accurately capture costs of all labor and materiel on a per task basis and correctly assign the work task record to both the correct real property asset and end-customer ensuring that accumulated real property annual operating costs are captured and enable cost reimbursement billing when applicable.
- Develop, maintain, and manage a Preventative Maintenance Program for airfield pavements documented in the Recurring Work Plan that focuses on maintenance that satisfies at a minimum the NexGen IT PMTLs.
Minimum Position Knowledge, Skills and Abilities Required:
- Must be an experienced Technician with a minimum of ten (10) years’ experience in their field of expertise.
- Prior R&O experience is preferred.
- High school diploma or equivalent training & experience.
- Experience in the use of documents relating to the development of projects, contracting, and construction is necessary.
- Working knowledge of Design Review, Project Mobilization, Quality Compliance, QA, Safety, Project Controls.
- Proficient in AutoCAD 2009 or later and use AutoCAD to create presentable and accurate facility and infrastructure plans for concept and statement of work requirements for project execution.
- Computer literate; can use Microsoft Office and Project, etc.
- Ability to communicate, read, and write English is required.
- Strong ability to work as a member of a diverse, dynamic team.
- Outstanding problem-solving skills and sound judgment.
- Requires sponsored by a MP-ICAM Trusted Agent with a favorable background check with current cybersecurity training.
- Non-U.S. personnel will not be granted a U.S. Common Access Cards (CACs) and must follow procedures for badging and access to Government facilities or installations. Instead, non-US personnel are issued Network Enterprise Alternate Token (NEAT), which is a smart card for accessing the unclassified AFNet or DoD network.
- Candidate should be other country national (OCN) or local national (LN).
- Possess a valid driver’s license, passport from their country have ability to obtain any visa required.
- Ability to successfully pass contract medical requirements and maintain requirements for duration of deployment.
- Prior overseas government contracting experience preferred.
Work Environment, Physical Demands, and Mental Demands:
- Able to stand for long periods of time such as eight (8) to ten (10) hours, bend, kneel, and reach to store/retrieve supplies.
- Able to lift, carry, and push supplies and boxes up to 50 pounds.
- The Airfield Sub-Amp shall be located at Ascension Island.
- Living and working conditions at the assignment location could be remote and uncomfortable.
- Long hours, exposure to weather and hazardous conditions.
- Personnel should be aware of moving on short notice and under adverse conditions.
- Ability to travel domestically and internationally.
