As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the managers individual performance, and available funding.
Serves as the Deputy Assistant Chief Counsel for the International Affairs & National Security Law Division (AGC-700).
Duties
Provides direct oversight of all aspects of legal services in support of the agency on international aviation and national security law matters. In conjunction with, or on behalf of, the Assistant Chief Counsel for AGC-700, incumbent serves as FAAs expert legal authority on international aviation legal matters with various organizations, foreign countries, other Government agencies, and industry. The Deputy Assistant Chief Counsel manages a geographically disbursed staff, including two team managers who provide legal support for FAA emergency operations, cyber-security, and legal policy guidance and all matters related to international aviation. Reports directly to the Assistant Chief Counsel for AGC-700.
Work is vital to the legal programs of the division and applicable mission areas. In conjunction with other legal practice areas, provides expert advice and counsel regarding national security, cyber-security, and emergency management matters related to aviation safety, air navigation services, and commercial space. This includes a wide range of aviation safety, air navigation services, and commercial space-related matters, including but not limited to: civil aviation safety in conflict zones; cyber-security; all-hazards emergency management; continuity of operations; crisis response; information security; advanced threat analysis and mitigation; facility and personnel security; and special projects of a classified nature.
Serves as a member of the FAAs Crisis Response Working Group (CRWG) as a FAA legal counsel for international law issues presented at the National Security Council (NSC), Interagency Policy Committee (IPC), and other classified meetings. Analyzes and provides legal counsel to the FAA on the legal implications of emerging threat concerns to U.S. civil aviation interests worldwide, including Notices to Airmen (NOTAM) and Special Federal Aviation Regulation (SFAR) mitigation, planning, and drafting.
Reviews and provides legal advice concerning draft FAA regulations, orders, other policy documents, and informational products, including inter-agency circulations and legislative proposals pertaining to national security, cyber-security, and emergency management. Advises FAA management and staff on inter-agency engagements related to national security, cyber-security, and emergency management, including but not limited to the National Security Council (NSC) process, as well as engagements with the Department of Transportation (DOT), foreign governments, and industry stakeholders on such matters.
Reviews, drafts, and negotiates agreements for the provision of technical assistance agreements, research and development agreements, and Bilateral Aviation Safety Agreements (BASA) and associated implementation procedures between the FAA and foreign governments. On occasion, formulates the U.S. position on aviation security matters to be presented to national organizations.
Provides authoritative legal and policy advice and guidance to headquarters and regional offices relating to the foregoing matters, which cover a diversified and complex field of law and national, inter- and intra-governmental relations. The work involves frequent contact and dealings with high-level officials within the FAA, the Office of the Secretary of Transportation (OST), other executive and legislative agencies, foreign governments, and industry. Provides legal advice to the offices responsible for the operation of the Aviation Insurance Program (AIP). Reviews regulatory and legislative proposals to ensure conformity with the authorizing statute and agency policy.
Provides legal services directly to a wide range of clients, including FAA senior officials, Department of Transportation (DOT), Department of State (DOS), Department of Defense (DOD), and the White House, as well as foreign governments and international organizations.
