As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The incumbent serves as a Front Line Manager for a team of Legal Instrument Examiners.

Duties

Manages and directs the functions of the Aircraft Registration Branch, AFB-710, in the accomplishment of its assigned responsibilities in support of the mission of the Civil Aviation Registry. Plans, establishes priorities, manages resources, assigns tasks and responsibilities; coaches and develops employee capabilities, approves leave; and takes corrective/disciplinary action, as appropriate. Interviews candidates, makes selections, and monitors/evaluates performance of section employees.

The incumbent will have contact with Congressional staff officials, various government agencies, FAA Security, the general public, attorneys, Federal offenders, and former offenders. Further contacts are made on a recurring basis with U.S. Attorney personnel, Aeronautical Center legal counsel, company officials, industry representatives, State department personnel, foreign authorities, officers of both State and Federal courts, and Federal and State law enforcement personnel. The purpose of such contacts is to plan, discuss program status, and/or interpret policies/procedures.

The sections responsibilities include the technical and regulatory aspects of the agencys nation-wide program for adjudicating aircraft registration applications and legal instruments affecting title to interest in property establishing ownership of aircraft and security conveyances affecting title to or interest in aircraft, engines, propellers, and spare parts locations. This program is interpretive and analytical involving decisions on applications submitted for the issuance of a certificate of aircraft registration or the legality of conveyances submitted granting an interest in aircraft, engines, propellers or spare parts locations. This position interfaces with officials from many levels of government, both domestic and foreign. The services provided affect a number of agency programs, including, but not limited to, the drug enforcement program and the Flight Standards field enforcement programs. This position supports several complex technical and administrative functions.

The incumbent applies a comprehensive knowledge of the technical aspects of the work directed, a detailed knowledge of human resources and other administrative policies and procedures, and a detailed understanding of the objectives of the Civil Aviation Registry.

Contacts are primarily with subordinates, peers, and higher-level managers within the Examination Sections, the Aircraft Registration Branch and the Civil Aviation Registry to discuss the status of projects/programs and to plan for the future. The incumbent has frequent contact with customers, other government entities, and other external parties to explain policies, procedures or for other project/ program purposes. Has authority to make commitments for the Examination Sections within guidelines.

Work is typically governed by established guidelines, policies, and procedures. Resolves routine problems independently, but consults with higher-level management when existing guidelines are not available for applicable to complex problems. May be called upon to assist in developing new policies and procedures.

Individual and organizational performance is typically reviewed periodically by higher-level management, often through status reports and organizational performance measures, to ensure timeliness, policy compliance, and alignment with project/program objectives.

Qualifications

To qualify for this position at the FV-I (GS/FG-13) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the, FV-H (GS/FG-12/13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized Experience includes: Experience adjudicating aircraft registration applications and legal instruments affecting title to interest in aircraft, engines, propellers, and spare parts locations; experience in analyzing applications; experience in providing guidance, planning, decision making, and interpreting policies/procedures.
