Primary Function


The Unexploded Ordnance Safety Officer/Unexploded Ordnance Quality Control Specialist will provide technical support and set standards for UXO personnel conducting ordnance response projects, perform reconnaissance, classification, disposing, transporting, storage of UXO complying with Federal, state and local laws, will perform risk-hazard analysis and maintenance and operator checks on all team equipment, and will plan and supervise range clearance operations.


Essential Duties:
•    The technician will perform the following: reconnaissance and classification of UXO; identification of U.S. and foreign guided missiles, bombs and bomb fuzes, projectiles and projectile fuzes, grenades and grenade fuzes, rockets and rocket fuzes, land mines and associated components, pyrotechnic items, military explosives and demolition materials. The incumbent will supervise the location of subsurface UXO using military and/or civilian magnetometers, the excavation and recovery of subsurface UXO, construction of UXO-related protective works, and the location of surface UXO by visual means. 
•    Work involves transporting and storing UXO assuring compliance with Federal, state, and local laws; disposal of UXO by burning/detonation, preparation of an UXO disposal site, and preparation of an on-site safe holding area for UXO. 
•    The technician will determine UXO-related storage compatibility, prepare an explosive storage plan, supervise donning and doffing of personal protective equipment; operation of a personnel decontamination station; maintenance and operator checks on all team equipment. 
•    This worker supervises the segregation of UXO-related scrap from non-UXO related scrap, safe handling procedures, team preventive medicine and field sanitation procedures, perform risk hazard analyses, supervise field expedient identification procedures to ID explosive contaminated soil, and emergency leak sealing and packaging of chemical warfare material.
•    This technician will perform necessary demilitarization actions/activities required by the DoD (4160.21 Vol. 1-4, 4160.28 Vol. 1-3, etc.) and target debris processing in order to safely ship processed material to recycler or landfill during range residue removal operations.
•    This employee ensures that any material shipped offsite during Range Residue Removal activities contains only MDAS (Material Documented as Safe) and is free of MEC, MPPEH, and LLRW and certifies this via signatures on 1348-1a and Chain of Custody documentation. 
•    May be required to maintain a daily field activity log/logbook that tracks date, time, work activities, site visitors, employee absences and injuries, relevant events, important phone calls, changes to planned work, etc.
•    Responsible for ensuring all personnel perform their MEC-related activities in accordance with established safety protocols. 
•    Must have open communication with local EOD
•    Responsible for identifying and securing all MEC/MPPEH/hazardous munitions and ensuring that all personnel are aware of the presence and location of hazardous items.

Desired Knowledge, Skills & Abilities:
•    Must possess an understanding of applicable explosives safety criteria and experience in the various phases of a munitions response to MEC or the performance of range clearance activities, as appropriate for the operations to be performed. 
•    Must be able and prepared to regularly walk long distances, lift at least 50lbs, and stand for long periods of time outside in potentially extreme weather conditions (high heat, sub-freezing, wind, rain, etc.).
•    Must be able to pass a biannual OSHA physical to receive a physician’s work release. 
•    Must be willing to learn new skills and be flexible to performing new job duties. 
•    Must have a proficient ability to identify military munitions (e.g., family, group, type) and the specific safety precautions associated with them with accuracy and confidence.
•    Must be aware of shortcomings in personal knowledge and be willing to seek assistance when necessary to ensure safety when performing MEC-related activities. 
•    Must be able to understand and implement explosives safety precautions as they apply to MEC-related activities. 
•    Must have experience with range residue removal, munitions response actions, range clearance activities and/or other MEC-related activities.

Job Requirements:
Qualifications

•    Graduate of a military EOD School of the United States, Canada, Great Britain, Germany, or Australia. *OR* Graduate of a DDESB recognized UXO-TI Course, as outlined in DDESB TP-18. Military EOD graduates with a minimum of 1 years’ MEC-related experience, .5 Years MEC Supervisory experience, and a minimum combined total 8 years’ EOD and MEC-related experience may fill the position of UXOSO/UXOQCS, unless the candidate was not discharged under honorable conditions, those terminated for gross negligence in the performance of assigned duties, or those terminated for a flagrant violation of EOD safety procedure or regulation. Candidates who completed UXO-TI Course must have minimum of 10 years’ MEC-related experience, 2 of which were in a MEC Supervisory role to fill position as UXOSO/UXOQCS.
•    Graduate of an OSHA compliant (Section 1910.120 of Title 29, CFR) 40 hour HAZWOPER course. This certification is to be maintained annually with an OSHA compliant 8 Hour HAZWOPER refresher.
•    Graduate of OSHA compliant (Section 1910.120 of Title 29, CFR) 8 hour Management and Supervisor Training course. 
•    Completion of a 10 Hour OSHA Construction Safety and Health Training (minimum) or a 30 Hour OSHA Construction Safety and Health Training.
•    Completion of a Construction Quality Management certification dated within the last 5 years issued by a recognized organization (e.g., U.S. Army Corps of Engineers and Naval Facility Engineering Command Training Course Construction Quality Management for Contractors). Alternatively, completion within last 5 years of training as a quality professional (i.e., International Standards Organization 9001 internal auditor, American Society of Quality Certified quality auditor) also satisfies this requirement.
•    Biannual physician’s work release document produced by undergoing an OSHA physical exam.
