Work Arrangement
On-Site at Fort Liberty, NC with CONUS and OCONUS TDYs up to 120 days. Contractor required to be available for immediate recall (1+ hours) in case of Command Directives.
Job Overview
This contract will support the development and updating of all intelligence-related capability requirements in conjunction with the J8 requirement documentation process. The Technical Writer will be physically imbedded with the J8 Acquisition Division and will provide integrated support to J8 personnel as prioritized and approved by the Deputy Director for Intelligence (or division-level leadership from the Tech, Security, & Support (TSS) Division or the Division for SIGINT/CNE & OSINT (DSCO) in the absence of the Deputy Director.
Essential Functions
- Assist in recommending a Program of Objectives, Achievements, & Milestones (POAM) for each document development or updated effort and will coordinate a meeting schedule to ensure the project achieves all timelines and deadlines listed in the POAM.
- Serve as the primary action officer from the J2 on all technical requirement documentation efforts
- Assemble and retain all necessary reference documents, liaise with all stakeholders, and disseminate meeting notes and project updates.
- Provide initial recommendations and documentation drafts with technical language to accurately depict the key attributes of the intelligence requirement.
- Review and edit final document versions checking for technical accuracy, overall clarity, and style integrity (aka common voice).
- Support government representatives during the requirement approval process. The Technical Writer will assist with formal submission through the Joint Capabilities Integration and Development System (JCIDS). The Writer will also prepare supporting products such as white papers, background papers, and briefings in support of key engagements and final approval through the Special Operations Command Requirements Evaluation Board (SOCREB) and the Joint Requirements Oversight Council (JROC).

Qualifications and Competencies
- Proficient knowledge to support Government representatives in formally documenting the J2 directorates requirements, to include, but not limited to, Initial Capabilities Documents (ICDs), Capability Development Documents (CDDs), and Capability Production Document (CPDs).
- Experience using Microsoft Office Suite.
- Knowledge of the DoD and Intelligence Community (IC).
- Excellent verbal and written communication skills.
Education / Certifications
- Bachelor’s Degree Preferred
Experience
- Minimum of 2 years of experience working in a professional environment
- Minimum four (4) years of experience working in a professional environment in lieu of a degree
- In-depth knowledge of SOF and or CT intelligence experience is highly desirable.
- DOD, DoS, DHS, or equivalent training/course completion preferred.

Security Clearance
- Ability to obtain/maintain a TS/SCI DoD clearance, U.S. Citizenship required.
