Job Description:
The Associate Laboratory Directorate for Environment, Safety, Health, Quality, Safeguards, and Security (ALDESHQSS) is responsible for Lab‐wide protection of employees, information, nuclear material, the environment, Laboratory resources, and the public. This position reports to the ALD and provides executive level expertise on Defense Security Programs (DFS) and leads an organization of 270 employees as well as the Pro-Force and Pro2Serve contractors. The DFS executive will provide strategic and technical leadership for two Security Offices (Program Office and Operational Assurance office) and two Divisions (Safeguards and Security) as well as responsibility for daily management, strategic direction, tactical planning and program execution, ensuring quality services, act as the primary interface with principal customers, and be responsive to Laboratory security and safeguards events and prevention tactics. The DFS executive will serve as the “Officially Designated Security Authority” for the Laboratory.
 
  • Manage and provide executive level oversight and integration over Defense Security Programs to effectively achieve Laboratory mission objectives.
  • Ability to expertly demonstrate a commitment to human resources AA/EEO/Diversity objectives and succession planning, and a proven track record of attracting, evaluating, mentoring, and developing creative, talented people into a technical organization.
  • Drive formality in the conduct of operations for all safeguards and security functions.
  • Lead special projects that drive efficiencies and strategic planning and improvement across the organization to include a multi-year UAS and CUAS program plan that supports and strengthens security response planning efforts.
  • Guide the Protective Force Contract proposal process to maintain a new multi-year IGUA contract and maintain excellent services prior to and after the transition.
  • Demonstrate the effective implementation of a physical protective program and security response program across the Laboratory, including validating that security systems and the protective force are operating effectively to protect DOE assets.
  • Demonstrated experience in establishing high performance teams, identifying the business impacts of open system security technology, and implementing effective security plans.Experience as a strong team-oriented leader with demonstrated ability to build successful and productive collaborations across organizational boundaries and expertly communicate with stakeholders.
  • Effectively execute a multi-million-dollar budget that ensures safeguards and security programmatic work is effectively and efficiently performed.Demonstrated success in leading complex federal, industrial, commercial or military nuclear security organizations.
  • In-depth knowledge and experience in making recommendations of appropriate and required security and safeguards measures, techniques, and methods to assure and improve the protection of property, personnel, activities and Laboratory facilities.
  • Ability to effectively plan, organize and implement Safeguards activities including the ability to contribute to the Laboratory national security missions and: protect special and alternate nuclear material, classified matter, property, and personnel; ensure the accountability of nuclear materials with a fully compliant material control and accountability (MC&A) program; provide comprehensive performance assurance through rigorous performance testing and oversight functions; and leverage technology to drive an effective safeguards and security program and efficiencies in our business. 
Job Requirements:
  • Demonstrated experience in a Department of Energy (DOE) federal contract organization dealing with local, state and federal government officials on security and safeguards issues.
  • Knowledgeable of the structure, functions, objectives and interrelationships of federal, state and local governments.
  • Knowledge of background and objectives of Federal, State, County, and Local Security and Safeguards Programs.
  • Demonstrated experience developing effective and transparent DOE contractor assurance systems in support of federal entities.
  • Demonstrated experience successfully interacting with the Department of Defense, Department of Energy, and National Nuclear Security Administration (NNSA) and/or Laboratory program management.
  • Thorough knowledge of federal and commercial security and safeguards standards and regulations.
  • Thorough knowledge of law enforcement, intelligence, and/or public or private sector security and safeguards organizations.
  • In-depth knowledge of Laboratory organization structure.
  • Comprehensive understanding of Laboratory programmatic and facility operations.
Education: An advanced degree is preferred with and a minimum of ten years of related security management experience, or an equivalent combination of education and experience.
