Job Description:

This position is within the Office of Finance and Management (AFN), Acquisition Policy and Oversight (AAP).

Duties

As a Procurement Analyst, the incumbent will serve and support the FAAs operational contracting branches and department wide acquisition programs by serving as a subject matter expert for contracting policy and compliance issues. The incumbent performs a combination of routine, multiple, and senior level assignments with minimal direction of a manager, team leader, or more experienced professional. Acts as an individual contributor and/or member of a team for projects/programs within a defined area of responsibility. Applies experience and detailed knowledge applicable to acquisition laws, regulations, policy, guidance, operating procedures, and contracting practices to plan and accomplish assignments demonstrating independence in planning time and using assigned resources to accomplish tasks or projects.

The incumbent researches, analyzes, and develops all aspects of acquisition policy for professional work involving the procurement of supplies, services, construction, research and development, and real property for all phases of procurement from planning, source selection, and award through the administration or termination and close out of contracts. Performs legislative and policy research and analysis and prepares draft policy, guidance, forms, and other documentation for the Federal Aviation Administrations (FAAs) Acquisition Management System (AMS). Applies innovative thinking to develop and improve FAA acquisition policy and guidance. Incumbent works with other team members to ensure policy and guidance support of FAAs ability to acquire and maintain all of the products, services, and real property it needs to meet its mission, including complex major air traffic system programs. Manages the content of automated tools and job aids for the acquisition workforce. Develops and provides advice on agency-wide procurement policy and guidance. The work requires knowledge of legislation, regulations, methods used in contracting, and best practices when formulating policy that impacts agency-wide contracting practices. The incumbent may evaluate unsolicited vendor proposals submitted to FAA for content, completeness and disposition per AMS requirements.

Typical assignments may include: collecting and analyzing data/information; conducting independent research; monitoring developments impacting procurement via regulation and statute; applying policies and procedures; identifying problems; developing and proposing solutions, and working with higher level and lower level professionals in day-to-day operations.

This position requires strong writing, interpersonal, and communication skills for collaboration with practitioners and stakeholders in drafting, socializing, refining, and finalizing policy and guidance materials. The incumbent reviews and evaluates proposed changes to policy and guidance suggested or drafted by others and participates on special projects and working groups related to acquisition concerns. Assists in providing policy interpretation and responses to external audits and stakeholder inquiries. Work assigned may cross different functional areas and/or multiple organizations.

Contacts are both internal and external to the organizational unit. Works with a manager and other organizational unit employees to share information, provide data and/or written analyses, and discuss the status of assignments. Works with customers and other external parties on both routine and specific matters involving gathering information, explaining policy, and discussing customers’ concerns. Provides expert advice and assistance on AMS policy, and may work with or advise management and program officials on specific policy issues that impact Agency performance or strategic goals. Prepares and presents briefing packages to senior leaders and policy boards.

Basic Requirements for Pay Bands FV-I:

(1) 4-year course of study leading to a bachelor’s degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, spaneting, quantitative methods, or organization and management; and

(2) 4 years of experience in contracting or related positions; At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower pay band or grade of the position, and must have provided the knowledge skills, and abilities to perform successfully the work of the position; and

(3) Completion of training for Level I, II or III certification. Training courses reflect a government-wide standard and each level of certification must be met to qualify for the next level. Applicants must document successful completion of core course work or evidence of certification.

SPECIALIZED EXPERIENCE REQUIREMENT: To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS 12 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes: Experience researching, providing advice and guidance on acquisition policies, processes, practices, and procedures.

Employees in 1102 series positions will be considered to have met the basic requirements for positions they occupy on January 1, 2000, if specialized experience requirements are met. This applies to other positions at the same pay band/grade in the FAA or other Federal agencies. To qualify for a position at a higher pay band or grade, he/she must meet the requirements and specialized experience as stated.
