Air Traffic Services (AJT) provides safe, secure, and efficient management for the National Airspace System and international airspace assigned to U.S. control. AJT controls more than 5 million square miles of airspace in the U.S. and more than 24 million square miles over oceans. AJT is responsible for Airport Traffic Control Towers (Federal and Contract).

Duties

The position is a Program Manager who serves as an Executive Advisor to a service area Director of Air Traffic Operations. Serves as a consultant and confidential advisor to the Director on a broad range of administrative programs, policies, and procedures that support the mission, goals, and initiatives of the Air Traffic Organization (ATO). Serves as liaison between ATO management officials and support organizations to resolve complex and challenging national and service areas matters/problems. Ensures services align with the philosophies and direction of the director and are periodically granted limited delegation to represent the director in service area forums.

Applies experience and expert knowledge of program management principles, theories, concepts, procedures and operations to conduct functional activities for the program/project which requires the developing of new and innovative approaches. Researches, analyzes and identifies trends for the purpose of making enhancement recommendations to the service area director. Develops and organizes new programs to support the strategic direction of the organization. Knowledge is applied to identify and resolve highly complex problems that often cross organizational boundaries and affect the accomplishment to perform critical tasks under the minimal direction of an Executive.

Applies knowledge of FAAs policies and objectives to identify, define, and organize resources for large projects/programs/work activities. Develops a budget and operating plan for the program. Acquires and allocates resources to accomplish activities within established schedules and budgetary requirements. Has knowledge of the interrelationships and the functional responsibilities of linking operational organizations with the FAA. Plans the overall program and monitor progress to make sure that deliverables and milestones are being met across the various projects and programs. Develops an evaluation method to assess program strengths and identify and recommend areas for improvement. Implements and manages complex service area wide operating strategies, changes and interventions to ensure the achievement of project goals. Analyzing program risks.

Contacts are internal and external. Often represents the ATS and LOB/SO as a principal point of contact to provide advice and guidance on the applications of policies and procedures throughout the ATO. On behalf of a service are director, and with optimal discernment, may be used to handles highly sensitive and politically charged matters. Formulates and recommends to senior management positions on major projects/ policies/issues. Prepares, reviews, and recommends approvals of major reports on projects, programs and other work activities for internal and external distribution. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences.

Resolves complex policy and implementation problems that cross organizational lines within the organization and with other staff offices/administrations in the service area. Analyzes and evaluates program risks; and develops and recommends approaches to address current and anticipated problems and issues. Utilizes a broad range of policies and procedures to address intricate and routine issues faced by a large, multi-layered, highly technical, complex organization with geographically disbursed sub-organizations. Monitors, manages and reports upward activities within areas of specialty that may become high profile or problematic. Works with senior management to identify and resolve problems.

Work typically is reviewed only at completion for success in achieving planned results. Work directly affects accomplishments of one or more organizational objectives and may impact the activities of multiple lines of business external to the ATO. Exercises broad discretion to ensure that work is integrated with ATO objectives and policies.

To qualify for this position at the FV-J level you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience is: Experience researching, analyzing and identifying trends to provide enhancement recommendations to management.
